Traffic Engineering Fundamentals

The course is intended to introduce and overview several traffic engineering topics with some practical application for each.  Congestion, safety and analysis are covered, including information on signals, crashes and studies, with workshops using the Manual on Uniform Traffic Control Devices (MUTCD) and Highway Capacity Manual (HCM).The sessions are designed to offer lectures, workshops and computer demonstrations for an introduction to various topics.  Videos and slide presentations are used to provide supplemental and background information with a comprehensive workbook provided to include all slides.

Goals:

  • Learn congestion causes and mitigation techniques
  • Understand volume, speed, delay and warrants studies
  • Learn about traffic control devices and signal controllers
  • Understand signal operations, timing and coordination
  • Learn about highway capacity analysis for intersections
  • Understand stop control, roundabout and signal analyses

Instructor:

William M. Sampson, P .E. is a faculty member of the University of Florida (UF) Department of Civil Engineering with over 40 years of experience.  He is the Director of the McTrans Center and also is responsible for technical assistance and ongoing development of the Highway Capacity Software (HCS). He teaches two graduate courses (Traffic Engineering and Highway Capacity Analysis) at UF.  He was responsible the operation and timing for a signal system in his former position.  He is a former member of the Transportation Research Board (TRB) Highway Capacity and Quality of Service (HCQS) committee, still serving on several subcommittees.
